Who needs a boating license in Ontario?

Everyone who operates a motor-powered pleasure craft in Ontario needs proof of competency on board — regardless of age, boat size, or engine power. This includes:

  • Fishing boats and runabouts (even with small electric trolling motors)
  • Personal watercraft (Sea-Doo, WaveRunner, Jet Ski)
  • Pontoon boats, bowriders, and wake/surf boats
  • Sailboats equipped with an auxiliary motor

You do not need a PCOC for canoes, kayaks, paddleboards, or other non-motorized craft. If you're renting, the rental operator can complete a Rental Boat Safety Checklist with you, which serves as proof of competency for that rental only — though most Ontario rental companies prefer or require a PCOC.

What's the fine for boating without a license in Ontario?

Operating a powered boat in Ontario without a PCOC or other proof of competency carries a fine starting at $250 under the Contraventions Regulations. You must carry your original card on board — photocopies and phone photos are not accepted.

Ontario's waterways are actively patrolled by the Ontario Provincial Police (OPP) Marine Unit, along with municipal marine units and conservation officers. Officers can stop and board your vessel at any time to check your card, your safety equipment, and your sobriety. Other common Ontario fines include missing lifejackets ($200 plus $100 per missing PFD) and careless operation. Impaired boating falls under the same Criminal Code provisions as impaired driving — and a conviction can suspend your Ontario driver's licence, not just your boating privileges.

Age and horsepower restrictions in Ontario

Young operators face additional limits under federal law, which the OPP enforces on Ontario waters:

Under 12 Boats up to 10 hp only
12–15 Boats up to 40 hp only
Under 16 May never operate a personal watercraft (PWC), even supervised
16+ No power restrictions

There is no minimum age to take the course and earn a PCOC — many Ontario families certify their kids before cottage season.

Ontario boating rules worth knowing

Shoreline speed limit

On most Ontario inland waters, the limit is 10 km/h within 30 metres of shore unless otherwise posted. This is one of the most commonly ticketed offences on busy cottage lakes.

Local speed and wake restrictions

Many Ontario lakes — including the Muskoka Lakes, parts of the Kawarthas, and the Trent–Severn Waterway — have posted speed limits, no-wake zones, and timing restrictions. Check local signage and lock-station notices.

Alcohol on board

In Ontario, open alcohol is only permitted on a vessel that has permanent sleeping, cooking, and toilet facilities — and only while it is anchored or docked. Drinking while underway, on any boat, can mean Criminal Code impaired-operation charges.

PCOC vs. Pleasure Craft Licence (PCL)

Your operator card (PCOC) certifies you; the Pleasure Craft Licence registers your boat (the bow numbers). Most powered boats need both. Transport Canada has recently updated PCL fees and renewal rules.
